Portugal temporary residence permit and renewal

Temporary residence permit (autorização de residência temporária) and renewals

In short

Most long-stay visas end with a temporary residence permit issued by AIMA. As a rule it is valid for two years and renewable for successive three-year periods. You need a valid residence visa, means of subsistence, an address declaration, tax and Social Security registration where applicable, and health cover. General conditions (art. 77)

To obtain a temporary residence permit you must hold a valid residence visa (unless your category is exempt), have means of subsistence, have accommodation, and be registered with the tax authority and Social Security where applicable, with health insurance or NHS coverage. AIMA also checks that there is no fact that would have prevented the visa, no conviction for a crime punishable in Portugal by more than one year of prison, no entry ban after a removal order, and no alert in the Schengen or national systems.

Fees in 2026

AIMA’s fee table (Portaria 307/2023, updated 26 February 2026) sets for in-person service: EUR 133.00 to receive and analyse a temporary or permanent permit or renewal, EUR 114.30 to grant or renew a temporary permit, EUR 53.30 to change details, and EUR 307.20 to assess a request for exemption from the consular residence visa. Requests through a digital channel are 25% cheaper, and assisted in-person service is 10% cheaper. Forms and the card are included in these fees.

How to apply

The request is made by appointment and submitted in person with form Modelo 1, signed by you or your legal representative, at any AIMA office, which may forward it to the office for your area of residence. For holders of residence visas an electronic platform is being introduced. Bring your passport, visa, proof of means, a sworn address declaration with the land registry certificate or landlord’s declaration, proof of family ties where relevant, and tax, Social Security and health documents.

  1. Enter Portugal with your residence visa and note the four-month validity.
  2. Register with the tax authority (NIF) and, if you work, with Social Security; secure your address documents.
  3. Book an AIMA appointment or use the electronic platform where available.
  4. Attend with Modelo 1 and your documents, give biometrics and pay the fees.
  5. Receive the two-year card (pay EUR 47.80 extra for urgent issuance if needed).
  6. Renew for three years at a time through the AIMA Renewals Portal before expiry.

Forms

Urgent card issuance

AIMA offers an urgent issuing service for EUR 47.80 on top of the normal fees: the card is issued by the second working day after the decision approving the grant or renewal. Delivery of the card in person costs EUR 29.90.

Renewals

Temporary permits are renewed for three-year periods. AIMA runs a Renewals Portal (portal-renovacoes.aima.gov.pt) for online renewal requests; ARI permits that expired between 22 February 2020 and 31 December 2026 are also renewed there. For family reunification permits, renewal requires proof that the integration measures, including Portuguese language training, were completed.

Penalties to avoid

AIMA lists administrative offences for staying illegally (art. 192), failing to declare entry (art. 197) and failing to present a travel document (art. 199). Apply for renewal before the card expires and keep your address and details updated with AIMA.
