Conditions

The Latvian legal entity that invites you and the foreign company that employs you must belong to the same group of companies. You must have been employed continuously by that company or group for at least six months before the sponsorship request. The transfer must be to a post as manager, specialist or employee trainee, and after the stay you must have a job to return to in the sending company.

What the sponsor files

The Latvian entity files the sponsorship request with OCMA, showing the group link and your six months of service. A letter from the foreign company must state the length of the transfer, confirm the position as manager, specialist or trainee, set out your pay and other conditions in Latvia, and confirm that you will be employed by the sending company afterwards. Your application adds a registration certificate of the foreign employer.

  • Residence permit questionnaire and full passport copy
  • Photo 3 x 4 cm

Work

  • Registration certificate of the foreign employer
  • Letter of the foreign employer confirming the transfer, its length, position, pay and return job
  • Proof of at least six months’ continuous employment in the group

Insurance

Pay

OCMA applies the same salary rule as for other employees: at least the average gross monthly wage of the sector or the sector agreement minimum, with the national average of EUR 1,815 as the threshold where the sector average is higher.

Fees

Review EUR 160 within 30 days, EUR 280 within 10 working days or EUR 560 within 5 working days; card EUR 45; entry D visa EUR 90. The Latvian entity pays the sponsorship fees, including EUR 85 for the right to employment.

Arrival

After OCMA approves the permit, you apply at the Latvian embassy or its visa application centre for a single-entry D visa valid for 30 days (fee EUR 90) and travel to Latvia. There you give biometrics at an OCMA office, pay the card fee and receive the residence permit card. As a permit holder you must declare your place of residence; the application form usually counts as the declaration, and later changes must be declared within one month, free of charge on Latvija.gov.lv or for EUR 4.27 at an office.

Refusal

The inviting company or you may contest a refusal within 30 days, in Latvian, to the Head of OCMA, and then go to court.

Mobility from another EU state

An intra-corporate transferee who already holds a valid ICT residence permit from another EU state can work in Latvia for up to 90 days in any 180-day period without separate confirmation of the right to employment. Longer stays need the Latvian permit.

How to apply, step by step

  1. Check that you have six months of continuous service in the group and a manager, specialist or trainee post in Latvia.
  2. The Latvian entity files the sponsorship with OCMA together with the transfer letter.
  3. Pay the review fee and lodge the application at the Latvian embassy responsible for your place of residence.
  4. After approval, apply at the Latvian embassy or its visa application centre for the 30-day D visa.
  5. Collect the card in Latvia, register for tax and declare your address.
