Who qualifies
The route is for scientists who have concluded a scientific cooperation agreement with a scientific institution entered in the Latvian register of scientific institutions. The institution files a sponsorship request with OCMA before you apply. If your stay involves employment with the institution, a labour contract or its draft is added to the file. Short visits of up to 14 days to carry out research or teach at the invitation of a Latvian institution do not need work authorisation.
Funds and insurance
OCMA’s current checklist for scientific cooperation requires means of EUR 780 per month, which is the 2026 minimum monthly wage, and EUR 234 per month for each accompanying minor child. Health insurance valid in Latvia must have a limit of at least EUR 42,600.
Fees and processing
Review costs EUR 160 within 30 days, EUR 280 within 10 working days or EUR 560 within 5 working days; the card costs EUR 45 and the entry D visa EUR 90. Regulation No. 731 keeps exemptions for participants in scientific cooperation for certain services, so ask OCMA whether one applies to you before paying.
Arrival and registration
After OCMA approves the permit, you apply at the Latvian embassy or its visa application centre for a single-entry D visa valid for 30 days (fee EUR 90) and travel to Latvia. There you give biometrics at an OCMA office, pay the card fee and receive the residence permit card. As a permit holder you must declare your place of residence; the application form usually counts as the declaration, and later changes must be declared within one month, free of charge on Latvija.gov.lv or for EUR 4.27 at an office.
Family members
Your spouse and minor or dependent children can apply with you. They submit the same basic documents plus proof of kinship, and for a child travelling without the other parent a consent from that parent, notarised or signed before an official. Their permits run for the same period as yours.
Refusal
Contest a refusal within 30 days in Latvian to the Head of OCMA, then appeal to the court if necessary.
