Who qualifies
F1 is the family category for a foreigner who has registered a marriage with a Mongolian citizen. Their parents, grandparents and children can come under F1-1. The F group also has F2 for foreigners who renounced Mongolian citizenship and F3 for foreigners born to a Mongolian citizen, each with a dependant category. For F categories it is the inviting Mongolian citizen who files the request.
Getting the right visa first
A temporary visitor may file for a residence permit matching the visa category within 21 days of crossing the border. Unless a travel agreement provides otherwise, a foreigner who wants to stay longer than the agreement allows must first obtain the visa of the matching category, and visitors who entered visa-free under an agreement can apply only for F2 or F3. In practice the foreign spouse enters on an F1 visa requested by the Mongolian spouse and collected at the mission or checkpoint named in the visa permission.
