Forms of residence
The Immigration Agency groups residence permits by the purpose of the stay, mirroring the visa letters: diplomatic (A), investment (B), employment (C), study and research (E), family (F), immigration (G), private purposes (H) and religious activity (J). The permit must match the category of the visa on which the foreigner entered, and the request for a residence permit for official or private purposes is filed within 21 days of crossing the border.
Fees
Granting a residence permit costs MNT 120,000 in stamp duty for foreigners staying for official or private purposes and MNT 30,000 for study, professional training, internships and research, plus MNT 15,000 for the residence card and a USD 7 service fee in both cases. An extension costs MNT 72,000 plus the card fee and USD 7. A replacement card costs MNT 36,000 plus USD 7, and registering a change of passport data MNT 15,000 plus USD 7. Urgent services and services at border checkpoints cost double stamp duty, and payment is made against the invoice generated by the online request.
Processing and refusals
Employment, investment and study permits are decided in 10 working days, or 8 with urgent service. Family (F1) and immigrant (G) permits take 60 days. The Agency may require a medical examination. After a refusal, employment, investment and study applicants may reapply after 90 days, while family and immigrant applicants must wait one year. Once the card is printed, the applicant collects it with the original passport.
Address registration and changes
A foreigner residing in Mongolia registers the address with the soum governor’s office or the khoroo governor within 14 days, under the law on the legal status of foreign nationals, and reports each change of address; the request, the address certificate and the residence card are submitted with a MNT 2,500 fee. A lost, damaged or outdated card, or one whose holder’s name, nationality, birth date or appearance has changed, is replaced on request.
Extensions and changing the form
Employment permits are extended for up to one year at a time, taking the labour permit into account, with the request filed at least five days before expiry; family and immigrant permits are extended on a request filed 30 days before expiry. To change to another form or employer, both the releasing and the receiving organisation submit letters at least five days before the permit expires; the change costs MNT 135,000, or MNT 270,000 urgent, plus USD 7. A religious permit cannot be changed, and an employment permit can be changed only to an investment permit.
