Indonesia permanent residence (ITAP / KITAP)

Permanent Stay Permit (Izin Tinggal Tetap, ITAP / KITAP)

In short

Indonesia's permanent stay permit, ITAP (often called KITAP), is obtained by converting an existing ITAS at the local immigration office. Workers, religious workers, foreign investors, family members, repatriates and second-home holders are among the eligible categories. The ITAP is issued for five years and can be extended, ultimately for an unlimited period.

Who can convert ITAS to ITAP

ITAS holders can apply if they hold the permit as a worker, religious worker, foreign investor, for family reunification, for repatriation, or under the second-home categories, which include second home, special expertise, eminent persons and people aged 60 or over. Family members joining a spouse, parent or child who already holds an ITAP also qualify.

The national immigration page does not publish a fixed minimum number of years on ITAS; the request must fit the rules for the destination visa category.

Documents

You need a valid passport, your current ITAS, an integration statement (pernyataan integrasi, not required for unmarried children under 18), the guarantor's support letter and ID card or family card where a guarantor is involved, and, if joining an ITAP holder, that person's ITAP.

Where your status relies on a commitment, such as an investment or a deposit, you add evidence: recent bank statements, company deed amendments, annual accounts, tax records, income evidence, bonds or share ownership.

Travel

  • Valid passport.

Fees

The charges consist of the ITAP fee and the re-entry permit fee and are shown in the payment billing. Regional immigration offices list IDR 5,000,000 for a five-year ITAP, IDR 10,000,000 for ten years and IDR 15,000,000 for an unlimited period, but offices quoting the 2024 tariff regulation show different figures, so rely on the billing issued for your application.

Where and when to apply

The application goes to the head of the local immigration office and can be filed by you, your guarantor or the person responsible for you, no more than 30 days before your ITAS expires. The office takes your photo, verifies payment of the ITAP and re-entry permit fees and forwards the file to the Director General within three working days.

The Director General decides within five working days. If documents are missing or wrong, you have two days after notification to fix them, otherwise the application is rejected.

  1. Check that your ITAS falls into one of the categories eligible for ITAP.
  2. Prepare the integration statement, guarantor documents and any commitment evidence.
  3. Within the 30 days before your ITAS expires, file the application at your local immigration office.
  4. Have your photo taken and pay the ITAP and re-entry permit fees shown in the billing.
  5. Correct any flagged document within two days of notification.
  6. Receive the decision and the electronic permit, then calendar the extension window three months before expiry.

Keeping and extending the ITAP

An ITAP can be extended on application, and regional offices describe extensions for an unlimited period. Extensions may be filed from three months before expiry until the expiry date; if you pay before expiry, processing delays are not counted as overstay.

For extensions no minimum passport validity and no proof of living funds are required, but commitment-based permits must again show that the commitment is being kept. ITAP holders must also report to immigration as required under the ITAP reporting service.
