Hungary permanent residence: national and EU residence cards
National residence card and EU residence card (long-term residence)
In short
Hungary offers two indefinite residence statuses. The national residence card is available after three years of continuous lawful residence on a qualifying permit; the EU residence card (EU long-term resident status) after five years. National residence card
You need three years of continuous lawful residence in Hungary immediately before applying, on a residence permit or temporary residence card. Shorter routes exist for dependent relatives living with Hungarian citizens or refugees, former Hungarian citizens and people of Hungarian descent; spouses must have been married for at least two years. Your stay must also be in Hungary’s interest.
Years spent on the following do not qualify: seasonal work, guest self-employment, investment-related work, employment and guest-worker permits, study (including job search), training, medical treatment, the White Card, traineeship and volunteering. In practice, Hungarian Card, EU Blue Card, family reunification and guest investor holders are the main candidates.
EU residence card (EU long-term resident)
You need five years of legal and continuous residence in Hungary, or two years in Hungary with an EU Blue Card immediately before applying combined with five years in EU states on a Blue Card, research or study permit. Students, seasonal workers, volunteers, diplomats and protection holders cannot obtain it. The status is lost after more than 12 months outside the EU or more than six years away from Hungary.
Documents and the cultural knowledge exam
Both cards require a certificate of the Hungarian cultural knowledge exam, proof of means (savings, assets, Hungarian income, regular foreign income or a family member’s notarised maintenance undertaking), proof of housing (ownership, lease or a family member’s notarised statement), health coverage, birth and marriage certificates, all passports used during the residence period and a photo. The national card also needs a criminal record certificate under six months old from your previous country of residence. Foreign documents need legalisation and a certified Hungarian translation.
Required documents
Identity
- Valid passport plus copies of all passports used during the qualifying residence; one photo.
Money
- Proof of means: bank savings, Hungarian assets, Hungarian income certificate, Hungarian bank certificate of regular foreign income, or a family member’s notarised maintenance undertaking.
Family
- Birth certificate; marriage certificate or final divorce decision where relevant (legalised, with certified Hungarian translation).
Insurance
- Proof of health coverage or of the means to pay for care.
Other
- Certificate of the Hungarian cultural knowledge exam.
- Proof of housing: ownership deed, lease or a family member’s notarised statement.
- National card only: criminal record certificate from the previous country of residence, under 6 months old (not for under-14s).
Application and decision
Applications are submitted only via Enter Hungary. They count as received once the fee is paid and your photo, fingerprints and signature are recorded at an OIF directorate within 15 days of the confirmation. The authority decides within 70 days; the card is posted to you and is valid for up to 10 years, renewable for another 10.
- Check that your years in Hungary were on a qualifying permit and count the continuous period (3 years national, 5 years EU).
- Pass the Hungarian cultural knowledge exam.
- Collect civil-status documents (legalised and translated) and, for the national card, a recent criminal record certificate.
- Submit the application on Enter Hungary and pay HUF 26,000.
- Give biometrics at an OIF directorate within 15 days of the confirmation.
- Wait up to 70 days for the decision; the card arrives by post.
Refusal and appeal
A refused national residence card can be appealed within 15 days of delivery to the authority that decided. Decisions taken by the minister on national-interest grounds cannot be appealed. The national card can be revoked within five years if conditions change significantly, or for false data, expulsion or security reasons.
Frequently asked questions
Does time on a student permit count towards permanent residence?
Not for the national residence card, which excludes study and job-search permits. For the EU card, study years in the EU count only on the Blue Card route.
Is there a language test?
OIF requires a certificate of the Hungarian cultural knowledge exam for both cards rather than a separate language test.
How long does the decision take?
70 days, not counting time for missing documents.
Can I lose EU long-term status?
Yes, after more than 12 months outside the EU, or more than six years away from Hungary.
