Who qualifies

You must live outside the EU when applying and be transferred within the same undertaking or group of undertakings. Your contract or assignment letter must show that the transfer directly follows three months of continuous employment in the group. Managers and specialists prove higher education or vocational qualifications and the Hungarian host confirms the required experience; trainee employees prove higher education.

Researchers, posted workers under Directive 96/71/EC, self-employed persons, agency workers and students on supervised placements cannot use this permit.

Documents

Provide the contract or assignment letter, proof that both companies belong to the same group, the degree or qualification certificate, the host’s statement on experience (managers and specialists), a statement from the non-EU company on the planned length of the EU stay, proof of means, health coverage and travel proof; the Hungarian address goes on the form.

Required documents

Identity

  • OIF application form (or the electronic form on Enter Hungary), completed and signed.
  • Passport valid at least 3 months beyond the permit, issued within 10 years with two blank pages; a passport photo (the mission may ask for biometric photos).

Travel

  • A ticket home or the money to buy one.

Money

  • Proof of means: employment contract, bank statement or income certificate.

Work

  • Employment contract or assignment letter showing at least 3 months of continuous prior employment in the group.
  • Proof that the sending and receiving companies belong to the same undertaking or group.
  • Statement from the non-EU company on the planned length of stay in the EU.

Study

  • Degree or vocational qualification certificate; for managers and specialists, the Hungarian host’s statement on required experience.

Insurance

  • Proof of full health coverage: Hungarian social insurance, an international agreement, or funds to pay for care.

Applying from abroad

Book a residence-permit appointment on the Hungarian consular booking system under the right purpose of stay, then lodge the OIF form and documents (originals and copies) at the Hungarian mission responsible for your place of residence, or the service provider it uses; an interview may follow. After approval a single-entry D visa valid for 3 months (30 days’ stay) is issued; you must enter within 3 months or the approval lapses.

Priority employers of national economic interest may file through Enter Hungary while the worker is abroad; since a recent change, the worker’s bilingual written consent is enough for the employer to submit, without consular signature authentication, but full representation still needs a power of attorney authenticated at the consulate.

  1. Confirm you have worked continuously in the group for at least 3 months immediately before the transfer.
  2. Have the group issue the assignment letter and the group-membership proof.
  3. Either apply at the Hungarian mission (EUR 110) or let the Hungarian entity file on Enter Hungary with your consent.
  4. Give biometrics and wait for the decision (21 days administrative time).
  5. Enter on the D visa within 3 months; the card goes to you or, if the employer applied, to the employer.

Renewal and changes

Renewals are filed only inside Hungary through Enter Hungary, no earlier than 90 and no later than 30 days before expiry, while the permit is valid and after at least 90 days in every 180 spent in Hungary. Extensions cannot take the total beyond 3 years from first issue (1 year for trainees).

Mobility from another EU state

Holders of an ICT permit issued by another EU state can apply in Hungary for a long-term mobility permit, at least 20 days before the mobility starts or before their 90-day stay under the other state’s permit ends.

Refusal and appeal

Appeal within 8 days of delivery, to the authority that decided or through the consulate where you applied. The appeal fee abroad is EUR 160; appeals filed late, without reasons or based on facts you knew before the decision are rejected without examination.
