Azerbaijan visa on arrival at international airports
Single-entry e-visa issued at international airports
In short
Since 15 May 2018 Azerbaijan issues single-entry electronic visas at its international airports, but only to the groups named in law and interstate agreements. The Foreign Ministry's list covers 11 nationalities and certain Gulf and UAE residents for up to 30 days, although several of those nationalities currently enter visa-free under temporary unilateral schemes.

Who qualifies
The Ministry of Foreign Affairs lists citizens of Oman, Saudi Arabia, Bahrain, Kuwait, Japan, Indonesia, China, the Republic of Korea, Malaysia, Singapore and Israel, each for up to 30 days.
Also eligible for up to 30 days: holders of a residence permit valid more than 6 months in Saudi Arabia, Oman, Bahrain, Qatar or Kuwait; holders of a UAE resident visa valid more than 6 months; US citizens on the direct New York to Baku flight; and people coming because a family member resident in Azerbaijan has died, with the death certificate. A further category on the ministry's list covers citizens of countries that have direct flights to Azerbaijan but where no Azerbaijani embassy or consulate is accredited.
Several listed nationalities do not need the airport visa at present. The Foreign Ministry's visa-free list shows a unilateral visa-free regime for ordinary passport holders of Saudi Arabia, Oman, Bahrain and Kuwait from 15 February 2026 to 15 February 2027, of Japan and the Republic of Korea from 1 July 2026 to 1 July 2027, and of Singapore from 1 August 2026 to 1 August 2027, each allowing up to three entries of up to 30 days. Chinese citizens are visa-free under a bilateral agreement for 30 days per entry and 90 days in any 180. Ordinary passport holders from Indonesia, Malaysia and Israel still use the airport visa.
Temporary schemes
Azerbaijan occasionally opens airport visas for events. For the 2026 Formula 1 race in Baku, accredited participants and ticket holders could obtain visas on arrival from 25 August to 30 September 2026; that window has closed.
A current example: visitors coming for the FIFA U-15 World Cup and Festival in Azerbaijan can obtain a visa at the international airports from 22 September to 5 November 2026. They need either an official invitation letter from the Association of Football Federations of Azerbaijan (AFFA) or proof of FIFA accreditation through its electronic registration system.
How it works
The visa is issued through the ASAN Visa system at the airport and paid through the ASAN payment system. Have your passport, any residence permit that makes you eligible, and your return ticket ready at the visa desk before passport control.
- Confirm that you belong to one of the listed groups; otherwise get an ASAN e-visa or embassy visa before flying.
- Fly into an international airport of Azerbaijan.
- Go to the ASAN Visa point before border control and present your documents.
- Pay the fee and receive the visa, then pass border control.
- Register your address if you will stay longer than 15 days.
After arrival
Staying longer than 15 days (30 days for Kazakh citizens) means registering your address with the State Migration Service within 15 days of arrival. It is free and can be done online, by e-mail to the SMS registration desk, at a regional migration office or at an ASAN Service centre; a hotel or landlord may file it for you. If you move, register the new address within 5 working days.
