Categories

D.1.2, professionals with an international projection: the activity must be based in Andorra, employ at most one person, and at least 85% of services must be used outside Andorra; applicants prove the activity's economic viability and their qualifications. D.1.3, people with international recognition in science, culture or sport, whose services are also at least 85% used abroad. D.1.4, people admitted to private geriatric or medical care centres for at least 90 days a year, without any work. All must fit within the quota and live in Andorra at least 90 days per calendar year.

International professionals (D.1.2) prove that the activity is economically viable: if it already ran in another country, with documents on its finances and the income and expenses of the last closed financial year; if it is new, with a business plan projecting results over the first three years, an explanatory report and the supporting evidence. They also show their qualifications with a CV and copies of diplomas. People of recognised talent (D.1.3) document prizes, titles and awards, and the income their activity produced in the year before the authorisation.

Income and deposit

The main holder must show annual income above 300% of the annual minimum wage, plus 100% of that figure for each dependant, through pension certificates, the previous year's tax return or bank certificates. For D.1.2 and D.1.3 the main holder deposits EUR 47,500 without interest with the Andorran Financial Authority, plus EUR 9,500 for each dependant who becomes resident.

The Government's formula is the base minimum wage times 12 months times 3. With the monthly minimum wage of EUR 1,568.66 in force since 1 July 2026 (CASS circular), this gives EUR 56,471.76 a year for the main holder and EUR 18,823.92 for each dependant.

Fees

Delivery of an initial residence-without-work authorisation costs EUR 3,000, plus EUR 1,000 for each dependent resident; each renewal costs EUR 500. The care-centre authorisation (D.1.4) costs EUR 190.96, with renewals at EUR 22.61. The application receipt for residence without work is EUR 6.79 and a duplicate card EUR 56.15.

Validity

The initial authorisation is for two years, renewed for two and then three years, and afterwards for ten years (procedure D.2). The care-centre category D.1.4 is granted for one year and renewed yearly. Register with your comú within three months of approval.

Renewals (procedure D.2) are requested in the six months before expiry, and before the expiry date. You prove main and effective residence with the comú residence certificate and utility bills, keep the insurance in force and again show income above 300 % of the annual minimum wage; investors show they keep their investment in Andorran assets.

How to apply, step by step

  1. Identify your D.1 category.
  2. Arrange housing, insurance and income evidence.
  3. Make the AFA deposit if your category requires it.
  4. Apply to the Immigration Service and register with your comú.
