Property Owner Visa in tourism complexes
Separately from Golden Residency, ROP issues a Property Owner Visa without a sponsor to a foreigner who owns a residential unit in an integrated tourism complex. It gives two years of residence for OMR 50 and must be used within three months; it is also available to legal representatives of a company that owns such a unit.
The file needs a copy of the title deed and floor plan and a letter from the complex developer confirming ownership of the completed unit, stamped by the Ministry of Tourism. First-degree relatives can join on the Property Owner Joiner's Visa (OMR 50), and buyers of off-plan units in approved complexes can get a multiple-entry Off the Plan Owner Visa.
Who can apply
The Ministry of Commerce, Industry and Investment Promotion lists the routes: starting or investing in a business, owning property in tourism zones, buying government bonds or listed shares, holding a fixed-term deposit, employing more than 50 Omanis, or being nominated by a company that has invested in Oman. The ministry presents the programme as up to ten years of residence for business owners, entrepreneurs and investors.
The minimum investment amounts for each route are set out on the ministry's application portal, which requires an account; they are not published on its open pages, so confirm the current thresholds there before committing funds.
Fees
ROP lists OMR 300 for the 5-year Investor Visa and OMR 500 for the 10-year visa, and alongside them a residence-card-inclusive item of OMR 26 and OMR 51 respectively. The visa must be used within one year of issue and is renewable for a similar period.
Family members pay OMR 50 for the 5-year relative joining visa and OMR 100 for the 10-year version.
How to apply
Applications are submitted online through the Golden Residency portal (omanresidence.gov.om), where you check eligibility for investor or talent residency, upload documents and track progress. The ministry says applicants are supported by a relationship manager and by its operational partner on the portal.
Once the investment is approved, ROP issues the long-term Investor Visa. ROP's conditions for the 5- and 10-year subtypes require the applicant's photo, passport copy, the investor-stamped labour permit and, for certain nationalities, a medical fitness certificate; the applicant must not have been refused an Omani visa before.
