Conditions

Applicants must be 50 or older and submit a certified bank statement from their country of origin or residence showing either at least USD 24,000 or a guaranteed income of at least USD 2,000 a month. To keep and renew the permit, the retiree shows that USD 24,000 a year reaches their local bank account. The permit lasts ten years and can be renewed for another ten at expiry.

Applying

Apply on the National Electronic Licensing System; the process can begin without travelling to Mauritius and runs online until the approval-in-principle letter. For approval in principle, upload the birth certificate (certified translation if not in English or French), the passport bio page, a police or character certificate covering the last ten years and less than six months old, three recent digital photos, the signed undertaking and any earlier permit. After approval in principle, add a statement from your Mauritian bank account, the marriage or divorce certificate, a medical certificate and reports under six months old and the last entry visa pages. Originals are shown at the appointment. The National Electronic Licensing System announces a non-refundable USD 50 application fee for every Occupation Permit and Residence Permit application from 1 December 2025. The EDB itself charges no processing fee, and the statutory permit fee is paid only by successful applicants after approval.

  1. Register on the EDB e-licensing system.
  2. Submit the retiree application with bank evidence, police certificate and the USD 50 fee.
  3. After approval in principle, open a Mauritian bank account and upload its statement.
  4. Pay USD 1,000 on approval and attend the appointment with originals.
  5. Transfer USD 24,000 a year to the local account.

Renewal and permanent residence

A renewal application uploads a certificate of morality covering the last three years in Mauritius and under six months old, the passport bio page, a statement from the Mauritian bank account, three photos, the current permit and a new undertaking. After at least five years on the retiree permit, with transfers totalling at least USD 200,000 over the five consecutive years before applying, the retiree can apply to the Residence Permit Section of the Prime Minister’s Office for the 20-year Permanent Residence Permit.

Family

Dependants of Occupation Permit holders and retired non-citizens can obtain residence permits for the same duration as the main holder. The EDB defines dependants as the spouse (including an opposite-sex common-law partner), parents and children, including stepchildren and lawfully adopted children, who are unmarried and not in gainful activity. Their applications are made to and decided by the Passport and Immigration Office, and dependants may not work without their own work permit.

Rights, tax and investment

A retired non-citizen may invest in any business, provided they are not employed in it and draw no salary or employment benefits from it. Foreign income, including pensions, is taxable in the hands of a Mauritian tax resident; a person becomes tax resident after 183 days in an income year or 270 days over two preceding years, and the treatment of pensions depends on double taxation agreements and on whether the income is remitted. Holders may buy residential property under the Integrated Resort Scheme, Real Estate Scheme, Property Development Scheme or Smart City Scheme, or an apartment in a building of at least ground plus two floors. Under the Property Development Scheme for senior living, a retiree over 50 can buy a unit or life rights in an approved project with no minimum price and obtain a residence permit for themselves and a spouse or partner while they own or occupy it.
