Applying and setting up the company

The process, from submission to the approval-in-principle letter, runs on the National Electronic Licensing System at business.edbmauritius.org, so the investor does not need to travel to start. Companies are registered through the Corporate and Business Registration Department’s online one-stop shop. Once the approval-in-principle email arrives, the investor can open a bank account in Mauritius, and the funds go into the company’s corporate account. Regulated activities need a clearance or licence before operations start or within a set time, and the EDB indicates this after submission. The National Electronic Licensing System announces a non-refundable USD 50 application fee for every Occupation Permit and Residence Permit application from 1 December 2025. The EDB itself charges no processing fee, and the statutory permit fee is paid only by successful applicants after approval.

  1. Register on the EDB e-licensing platform.
  2. Submit the investor application with the business plan and the USD 50 fee.
  3. Receive approval in principle, set up the company and open a bank account.
  4. Pay USD 1,000 on approval and attend the appointment with originals.
  5. Transfer USD 100,000 within 60 days of the permit.
  6. Reach MUR 5 million turnover by year three and MUR 8 million by year five.

Family and permanent residence

Dependants of Occupation Permit holders and retired non-citizens can obtain residence permits for the same duration as the main holder. The EDB defines dependants as the spouse (including an opposite-sex common-law partner), parents and children, including stepchildren and lawfully adopted children, who are unmarried and not in gainful activity. Their applications are made to and decided by the Passport and Immigration Office, and dependants may not work without their own work permit. After at least five years as an Investor Occupation Permit holder immediately before applying, with an annual turnover of at least MUR 15 million in each of those five years or MUR 75 million over five consecutive years, the investor can apply for the 20-year Permanent Residence Permit. Holders may buy residential property under the Integrated Resort Scheme, Real Estate Scheme, Property Development Scheme or Smart City Scheme, or an apartment in a building of at least ground plus two floors.

Renewal

The permit is valid for ten years and renewable once the company has reached a turnover of at least MUR 8 million a year from its fifth year of registration. A renewal application uploads the certificate of incorporation, business registration card, shareholder register, any clearances, the passport bio page, a photo, the current Occupation Permit and a new undertaking. Companies file an annual tax return with the Mauritius Revenue Authority and an annual return with the registration department.
