Who qualifies

The EDB sets the current criteria. Investors: an Investor Occupation Permit for at least five years immediately before applying, with annual turnover of at least MUR 15 million in each of those years or MUR 75 million over any five consecutive years. Professionals: an Occupation Permit as Professional or a work permit for at least five years with a basic salary of at least MUR 400,000 a month for five consecutive years. Self-employed: an Occupation Permit for at least five years with annual business income of at least MUR 3 million, or MUR 15 million over five consecutive years. Retirees: a retiree residence permit for at least five years with transfers of at least USD 200,000 over five consecutive years.

Professionals and self-employed applicants must apply within six months of meeting the criteria. A PRP holder in the investor, professional or self-employed category may replace the permit with one in the retiree category for the remaining validity if they have a disposable annual income of USD 40,000.

Documents

The Prime Minister's Office guidelines ask for the passport and a copy of the bio-data page, four recent passport photographs, a sworn affidavit that the applicant has not been convicted of a criminal offence in the country of origin or residence in the past ten years, a certificate of income or turnover from the Mauritius Revenue Authority for investors, professionals and self-employed applicants, bank evidence of the transfers for retirees, previous permits and a medical certificate from a doctor in Mauritius with HIV and hepatitis B test results and a chest X-ray done at a private laboratory or clinic in Mauritius (children under 12 only need the certificate). Certified copies of birth and marriage certificates are accepted, with official translation if not in English or French. Forms

Family

Dependants, meaning the spouse or opposite-sex common-law partner, children and parents, are eligible for a permanent residence permit with the main holder. A dependent child is wholly dependent, unmarried and not in gainful activity. Each dependant supplies the passport with bio-data and visa pages, four photos, the sworn affidavit (not for children under 18), a Mauritian medical certificate, birth or marriage certificates and, where relevant, a consent letter from the other parent. Common-law partners must prove that they live together, and the holder must notify the Prime Minister’s Office and the PIO if the partnership ends. A dependant who wants to work needs a work permit or Occupation Permit.

Rights and renewal

The permit is valid for 20 years and exempts the holder from visa requirements when entering Mauritius. Holders other than retirees may take up employment without any work or occupation permit. The permit can be renewed for another 20 years if the residency requirements have been fulfilled, and it can be cancelled if the holder no longer meets its criteria, breaks Mauritian law or gave false information.
