Who can be transferred

The transferee must be bound by an employment contract with the sending company outside the EU before and during the transfer, and must have worked for that company or the same group for at least three uninterrupted months immediately before the transfer request. The host entity in Luxembourg and the sending company must belong to the same company or group.

Intra-group traineeships of more than three months also fall under this permit rather than under the general trainee permit.

What the visa D file contains

The MAE checklist for this category asks for the national visa form, an ICAO photo, the full passport, the employment contract with the sending company (in force for at least three months and valid beyond the transfer), the transfer agreement or assignment letter with the host company paying at least the monthly social minimum wage, your CV and diplomas, a social security certificate from the sending country or health insurance for the whole transfer (for example form A1), a criminal record extract and proof that both entities belong to the same group.

Guichet.lu's ICT page still describes the earlier route in which the host employer first obtained a 90-day temporary authorisation to stay; since 1 October 2026 the MAE lists the ICT category among the visa D checklists filed at the embassy. Ask the embassy which route applies if your employer had already started the procedure.

How the visa D application works since 1 October 2026

Since 1 October 2026 Luxembourg no longer asks first-time applicants to obtain a temporary authorisation to stay from Luxembourg before the visa. You file one visa D application for a residence permit "intra-corporate transferee" with the Luxembourg (or, where Luxembourg has no post, Belgian) embassy responsible for your country of residence, or with its external service provider. Files lodged on or before 30 September 2026 continue under the old procedure.

The embassy only forwards complete files; the decision is taken by the General Department of Immigration (DGIM) of the Ministry of Home Affairs. Receipt of the file does not mean it is complete. The national visa form is completed in English or French, with one ICAO photo under three months old and a passport issued within the last ten years and valid at least six months beyond the planned stay. Documents in other languages than English, French or German need a sworn translation.

  1. Check that you have worked at least three uninterrupted months for the group and that both entities belong to it.
  2. Have the host and sending companies prepare the transfer agreement and group documents.
  3. Lodge the visa D application in person at the competent Luxembourg embassy or consulate or its service provider, with the form in English or French, and pay the EUR 50 fee.
  4. After approval, have the six-month visa D affixed and travel to Luxembourg.
  5. Within three days of arrival declare your address at the commune, then complete the medical check.
  6. Apply to the DGIM for the residence permit on MyGuichet.lu or by post at least three months before the visa D ends; pay EUR 80 when approved and give biometrics.
  7. Renew within the two months before expiry, without exceeding three years (managers, specialists) or one year (trainees).

Forms

After arrival: declaration, medical check and residence card

The visa D is valid for six months and only opens the door; the residence permit is issued in Luxembourg. Within three days of arrival you declare your arrival at the commune where you live, showing your passport with the valid visa and, if you have it, your lease. The date of that declaration normally becomes the start date of the residence permit, and no permit is issued without a valid legal address.

As soon as possible you also complete the medical check for foreigners: an examination by a general practitioner, internist or paediatrician practising in Luxembourg plus a tuberculosis screening (at a laboratory on the doctor's prescription or at the Ligue médico-sociale; children between 2 months and 2 years have a tuberculin test at the Ligue). The Health Directorate sends the resulting certificate directly to the General Department of Immigration (DGIM).

The residence permit application must reach the DGIM, in the same category as your visa, no later than three months before the visa D expires. It can be filed on MyGuichet.lu (with or without LuxTrust or eID) or by post, with a full copy of the passport, the commune's arrival declaration and proof of suitable housing if it was not already in the visa file. When it is approved you pay the EUR 80 issuance fee, book an appointment for photo and fingerprints, and collect the biometric card about one week later.

Validity, renewal and EU mobility

For a manager or specialist the ICT permit is valid for at least one year, or for the transfer if shorter; for a trainee employee it covers the transfer. Renewals cannot take the total beyond three years for managers and specialists or one year for trainees. Renew at the DGIM within the two months before expiry with the passport, the amended contract or transfer agreement, a recent Luxembourg criminal record extract and the EUR 80 fee.

Holders of an ICT permit from another EU state may work in a Luxembourg entity of the group for up to 90 days in any 180 days after the host entity in the first state notifies the minister, who can object within 20 days. Longer mobility needs a Luxembourg long-term mobility permit, which must be requested at least 20 days before a short-term mobility ends.
