Jordan investor programme: citizenship and residence routes for investors

Jordanian citizenship by investment (Cabinet Decision No. 9238 of 2026)

In short

Cabinet Decision No. 9238 of 15 July 2026, published by the Ministry of Interior, sets seven routes to Jordanian citizenship for investors, from JOD 1.5 million in Amman Stock Exchange shares to new projects of JOD 700,000 in Amman or JOD 500,000 elsewhere with Jordanian jobs. Project investors receive residence until the project operates, then a temporary Jordanian passport for three years before citizenship.

Sector and employment routes

Three further routes exist: an investment of at least JOD 3 million in pharmaceutical and medical-equipment warehouses with at least 20 registered Jordanian pharmacists in Amman (10 elsewhere) over three years; JOD 3 million in food logistics such as storage and large warehouses with the same staffing thresholds; and employing 150 Jordanian workers in Amman or 100 elsewhere who have been registered with Social Security for a year, a number that must then be kept for two years after citizenship. An investment of at least JOD 1.5 million in Amra City with 20 jobs for Jordanians is a separate route.

The investment routes

Shares: new purchases of shares in Jordanian companies on the Amman Stock Exchange worth at least JOD 1.5 million, not financed on margin, pledged, lent or borrowed, bought within four months of the Ministry of Investment's approval letter through a single licensed broker, with no more than 10 percent in any one company and no withdrawals, including trading profits, for five years.

New projects: a project in a productive sector with paid-up capital of at least JOD 700,000 in Amman governorate and 20 real jobs for Jordanians, or JOD 500,000 and 10 jobs elsewhere, as shown in Social Security records. Buying new shares in existing projects: total paid-up capital of at least JOD 1 million with new fixed assets of at least JOD 500,000, a feasibility study, audited accounts, new jobs for Jordanians and a three-year lock on the shares. Existing investors qualify with an average share of fixed assets of JOD 700,000 in Amman and an average of 20 Jordanian workers over three years, or JOD 350,000 and 10 workers outside Amman.

Residence, temporary passport and citizenship

For the new-project and Amra City routes the investor is given four months after the project actually starts operating to reach the required number of Jordanian staff, and holds residence until the project is running and staffed. Once the conditions are met, the investor receives a temporary Jordanian passport for three years; after confirming that the conditions were kept for three years, the authorities recommend granting citizenship.

Existing investors who have not yet completed three years but meet the investment and staffing requirements receive a temporary passport for the remaining period. The decision does not publish application fees or processing times.

  1. Choose a route: shares, a new project, shares in an existing project, an existing investment, a sector route or employment.
  2. For shares, obtain the Ministry of Investment approval letter and buy within four months through one licensed broker.
  3. For projects, register the company, pay up the capital and start operations.
  4. Hire the required Jordanian staff within four months of operation and register them with Social Security.
  5. Receive the temporary Jordanian passport for three years once the conditions are met.
  6. Keep the investment and staffing for three years; citizenship is then recommended for you and eligible family members.

Forms

Family members

When an investor qualifies, the decision extends citizenship to the spouse, to unmarried, widowed or divorced daughters living with the investor, to unmarried sons who were not older than 24 when the application was filed, and to dependent parents; this applies to new and earlier investors. If the investment exceeds JOD 2 million, sons up to 30 at the time of application, with their wives and children, are included as well.
