Who qualifies and the price thresholds

Clause nine of the Cabinet decision published by the Ministry of Interior grants a five-year residence, or its renewal, to an investor or to an ordinary person who is not an investor, regardless of how long they have previously lived in Jordan. The property thresholds are: at least JOD 200,000 when bought from a real-estate developer or housing company; at least JOD 300,000 when bought from anyone else; and at least JOD 150,000 for one or more properties outside Amman governorate, with no developer requirement.

The value is assessed by the Department of Lands and Survey, not by the purchase contract alone.

Holding the property

The property must be kept for at least five years without being sold or mortgaged. When you apply to renew the residence, you must still own the same property, or a new one valued at the same amount; at renewal the decision does not require a lien to be placed on it.

How the process runs

The conditions are published by the Ministry of Interior, whose Directorate of Nationality and Foreigners Affairs and Directorate of Investment run its e-services together with the Residence and Borders Department. The MOI e-services portal has an investors facilities section. Buy the property, have it valued by the Department of Lands and Survey, then apply to the MOI for the residence. The decision sets no separate fee, and processing times are not published.

  1. Choose a property and check which threshold applies: developer, other seller or outside Amman.
  2. Complete the purchase and register the title in your name.
  3. Have the property valued by the Department of Lands and Survey.
  4. Apply to the Ministry of Interior for the five-year residence.
  5. Keep the property unsold and unmortgaged for five years, then renew with the same or an equivalent property.

What the residence does and does not cover

The decision grants a residence, not a work authorisation or citizenship. Employment still requires a Ministry of Labour work permit. Citizenship through investment is a separate set of routes in the same decision, based on shares, projects or employment rather than residential property, and the family benefits listed there refer to citizenship.

Frequently asked questions

Do I need to have lived in Jordan before?

No. The decision grants the residence regardless of how long the applicant has previously resided in the Kingdom.

Can I combine several properties?

Outside Amman governorate, yes: the JOD 150,000 threshold can be met by one or more properties. For Amman the decision speaks of a single property.

Can I sell the property and keep the residence?

Not within the first five years: the property must be held without sale or mortgage. At renewal you may hold a different property valued at the same amount.

Does this residence allow me to work?

The decision grants residence only. Paid work requires a separate work permit from the Ministry of Labour.
