Finland’s embassies and consulates outside the Schengen area received 90,463 short-stay visa applications in 2025, the 18th highest number among the 28 Schengen states, and issued 77,543 visas. The refusal rate was 13.4%. The refusal rate fell by 1.8 points from 15.2% in 2024. The number of applications was almost unchanged (90,611 in 2024).

The busiest countries were China (20,312), India (17,564), Thailand (8,334), Turkey (5,824) and the United Kingdom (4,309). Among the ten busiest, refusal rates ranged from 3.2% in China to 22.0% in Turkey.
