Finland: visa decisions in China
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 17,337 | 15,051 | 771 | 4.9% | 9.5% |
| 2024 | 26,342 | 24,329 | 1,666 | 6.4% | 6.9% |
| 2025 | 20,312 | 19,953 | 652 | 3.2% | 9.3% |
In 2025, Finland’s embassy and consulates in China (Beijing and Shanghai) received 20,312 applications for short-stay Schengen visas and issued 19,953. 3.2% of applications were refused. In 2024 it had been 6.4%: the rate fell by 3.2 points. Applications fell by 23% compared with 2024 (26,342).
For comparison, all Schengen states together refused 4.0% of the applications lodged in China that year, from 1.3% at the consulates of Luxembourg to 19.3% at those of Malta. Finland’s consulates worldwide refused 13.4%. Finland was the 16th most applied-for Schengen state in China.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in China, by any nationality: mostly citizens, but also residents from other countries.
