Finland: visa decisions in the Philippines

YearApplicationsVisas issuedRefusedRefusal rateMultiple-entry share
2023 1,8631,40740622.4% 36.0%
2024 1,9791,7341849.5% 21.0%
2025 2,5352,13239015.4% 31.6%

In 2025, Finland’s embassy and consulates in the Philippines (Manila) received 2,535 applications for short-stay Schengen visas and issued 2,132. The refusal rate was 15.4%. The refusal rate rose by 5.9 points from 9.5% in 2024, a sharp increase. Applications rose by 28% compared with 2024 (1,979).

For comparison, all Schengen states together refused 6.9% of the applications lodged in the Philippines that year, from 3.8% at the consulates of the Netherlands to 22.3% at those of the Czech Republic. Finland’s consulates worldwide refused 13.4%. Finland was the 12th most applied-for Schengen state in the Philippines.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in the Philippines, by any nationality: mostly citizens, but also residents from other countries.
