Finland: visa decisions in Kazakhstan

YearApplicationsVisas issuedRefusedRefusal rateMultiple-entry share
2023 1,7411,49423213.4% 12.0%
2024 1,9011,59824713.3% 15.8%
2025 1,9241,50839220.5% 17.2%

In 2025, Finland’s embassy and consulates in Kazakhstan (Astana) received 1,924 applications for short-stay Schengen visas and issued 1,508. 20.5% of applications were refused. In 2024 it had been 13.3%: the rate rose by 7.2 points, a sharp increase. The number of applications was almost unchanged (1,901 in 2024).

For comparison, all Schengen states together refused 9.1% of the applications lodged in Kazakhstan that year. Finland’s consulates worldwide refused 13.4%. Finland was the 14th most applied-for Schengen state in Kazakhstan.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Kazakhstan, by any nationality: mostly citizens, but also residents from other countries.
