Estonia’s embassies and consulates outside the Schengen area received 11,828 short-stay visa applications in 2025, the 28th highest number among the 28 Schengen states, and issued 8,886 visas. The refusal rate was 24.6%. In 2024 it had been 27.2%: the rate fell by 2.6 points. The number of applications was almost unchanged (12,125 in 2024).
The busiest countries were Turkey (2,995), Russia (2,363), India (1,706), the United Kingdom (1,269) and Kazakhstan (865). Among the ten busiest, refusal rates ranged from 10.4% in Kazakhstan to 46.4% in the United Arab Emirates.
