Estonia: visa decisions in Russia
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 2,799 | 1,244 | 890 | 31.9% | 61.8% |
| 2024 | 2,305 | 1,304 | 522 | 22.7% | 48.8% |
| 2025 | 2,363 | 1,934 | 429 | 17.4% | 61.4% |
In 2025, Estonia’s embassy and consulates in Russia (Moscow) received 2,363 applications for short-stay Schengen visas and issued 1,934. The refusal rate was 17.4%. The refusal rate fell by 5.3 points from 22.7% in 2024, a clear improvement for applicants. Applications rose by 3% compared with 2024 (2,305).
For comparison, all Schengen states together refused 6.4% of the applications lodged in Russia that year, from 0.9% at the consulates of the Netherlands to 19.8% at those of Malta. Estonia’s consulates worldwide refused 24.6%. Estonia was the 13th most applied-for Schengen state in Russia.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Russia, by any nationality: mostly citizens, but also residents from other countries.
