Estonia: visa decisions in Ukraine
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 327 | 253 | 71 | 21.7% | 25.7% |
| 2024 | 191 | 157 | 32 | 16.8% | 38.9% |
| 2025 | 192 | 152 | 40 | 20.5% | 44.1% |
In 2025, Estonia’s embassy and consulates in Ukraine (Kyiv) received 192 applications for short-stay Schengen visas and issued 152. 20.5% of applications were refused. In 2024 it had been 16.8%: the rate rose by 3.8 points. The number of applications was almost unchanged (191 in 2024).
For comparison, all Schengen states together refused 10.7% of the applications lodged in Ukraine that year, from 5.2% at the consulates of Romania to 23.9% at those of France. Estonia’s consulates worldwide refused 24.6%. Estonia was the 6th most applied-for Schengen state in Ukraine.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Ukraine, by any nationality: mostly citizens, but also residents from other countries.
