Grounds for a short-term permit

Article 31 lists the grounds: scientific research; owning immovable property in Türkiye; establishing business connections or a business; in-service training; education or similar programmes under agreements or exchange schemes; tourism; medical treatment for conditions that do not threaten public health; stays requested by judicial or administrative authorities; transition from a family permit; Turkish language courses; education, research, internships and courses arranged by public institutions; graduates of Turkish universities applying within six months; investors meeting criteria set by the President, together with their spouse and children; and citizens of the Turkish Republic of Northern Cyprus.

General conditions

Applicants must state one or more of these grounds with supporting documents, must not fall under the entry-ban grounds of Article 7, must have accommodation meeting general health and safety standards, must provide a criminal record certificate from their country if asked and must give their address in Türkiye. The quality and value of property that can serve as a ground are set by the Ministry of Interior. The passport has to be valid 60 days longer than the permit requested.

Durations and special limits

Each permit lasts at most two years, except for investors and TRNC citizens, whose permits can run up to five years. Permits for Turkish language courses can be granted at most twice, and permits for recent graduates only once for up to one year. A residence permit lapses if it is not used within six months of being issued.

Extension and absences

Extensions are filed with the governorship from 60 days before expiry and in any case before the permit ends. Applicants receive a fee-free document that lets them stay until a decision is made. Absences of more than six months in a year or more than one year in total over five years, except for public service, education or health, break the continuity of residence. The Ministry of Foreign Affairs also notes that a permit can be cancelled after more than 120 days outside Türkiye within the last year.

Refusal and cancellation

The permit is refused, cancelled or not extended if the conditions are not met or have lapsed, if it is used for a purpose other than the one stated, or if a valid deportation or entry-ban decision exists. Decisions are notified to the applicant, their legal representative or lawyer, together with information on how to challenge them.

How long can a tourist residence permit last?

Up to two years per issue, provided the conditions are met.

Can I switch to another permit?

Yes. When the original reason ends or a new one arises, you can request a permit matching the new purpose from inside Türkiye.
