How visas for Turkey work

Entry to Türkiye depends first on nationality. Some passports are visa-exempt, many can obtain an e-Visa online at evisa.gov.tr for tourism or commerce, and the rest apply for a sticker visa at a Turkish embassy or consulate after filling in the Pre-Application System on visa.gov.tr, which has been mandatory since 5 January 2016. Whatever the route, a visa or visa exemption never allows more than 90 days within any 180-day period, and the passport has to stay valid for at least 60 days beyond the permitted stay.

Anyone staying longer than 90 days needs a residence permit under Law No. 6458 on Foreigners and International Protection. The law knows six kinds: short-term, family, student, long-term, humanitarian and victim-of-human-trafficking permits. Applications are prepared on the e-İkamet system of the Presidency of Migration Management (Göç İdaresi Başkanlığı) and completed at the provincial migration directorate. A decision is due within 90 days, extensions can be filed from 60 days before expiry, and a permit that is not used within six months of issue lapses.

Work is regulated separately by the International Workforce Law No. 6735. A work permit issued by the Ministry of Labour and Social Security also counts as a residence permit, so employees do not need a second permit. Employers file online, either for a foreigner already living in Türkiye or after the worker applies at a Turkish mission abroad. Highly qualified people, investors and researchers can receive the Turquoise Card (Turkuaz Kart), which leads to indefinite status after a three-year transition period.

Türkiye also runs an asylum system: international protection applications are made in person to the governorships, through the provincial migration directorates, and lead to refugee, conditional refugee or subsidiary protection status.

Which visa do I need?

Holiday or business trip up to 90 days: check visa exemption first, then the e-Visa; use a sticker visa only if the e-Visa is not offered for your passport.

Employment with a Turkish company: work permit filed by the employer; it doubles as your residence permit.

Exceptional skills, large investment or research profile: Turquoise Card.

Joining a spouse or parent who is Turkish or holds a Turkish residence permit: family residence permit.

University studies: student residence permit after admission.

Longer stays without work, e.g. property owners or long tourist stays: short-term residence permit; after eight years of uninterrupted residence: long-term residence permit.

Fear of persecution or serious harm at home: international protection application at the provincial migration directorate.

Frequently asked questions

How long can a foreigner stay in Türkiye without a residence permit?

Up to 90 days within any 180-day period, either visa-free or with a visa. Longer stays need a residence permit, and holders of two passports cannot use 90 days on each.

Does a work permit replace the residence permit?

Yes. Under Article 27 of Law No. 6458 a valid work permit or a work permit exemption confirmation counts as a residence permit, so employees do not apply for a separate residence permit.

Can I work on an e-Visa or a residence permit?

No. The e-Visa covers tourism and commerce only, and Law No. 6735 states that holding a residence permit does not by itself give a right to work. Refugees and subsidiary protection holders are the exception.

How much passport validity is required?

At least 60 days beyond the visa, visa-free period or residence permit. For a 90-day stay that means 150 days of validity.

Where are residence permit applications made?

The application is entered on e-İkamet (e-ikamet.goc.gov.tr), and the applicant then attends an appointment at the provincial directorate of migration management with the original documents.

What happens if a residence permit application is refused inside Türkiye?

The governorship notifies the decision with information on how to challenge it. Family ties, length of residence and the best interests of the child must be taken into account before refusing, cancelling or not extending a permit.
