Quota and levy

Employers pay a monthly levy of SGD 650 for each S Pass holder, harmonised across sectors since 1 September 2025 (SGD 21.37 a day for partial months). The number of S Pass holders is capped at 10 percent of the company's total workforce in the services sector and 15 percent in construction, manufacturing, marine shipyard and process sectors. The company needs a Central Provident Fund account so that MOM can calculate the quota from local employees.

Qualifying salary

The salary must match the top third of the local associate professional and technician workforce by age. Currently it starts at SGD 3,300 (rising progressively to SGD 4,800 at age 45 and above) and in financial services at SGD 3,800 (up to SGD 5,650). For new applications from 1 January 2027 and renewals of passes expiring from 1 January 2028, the floors rise to SGD 3,600 (up to SGD 5,100) and SGD 4,000 (up to SGD 5,650). Declaring qualifications is optional.

Application

The employer or an employment agent applies online and pays SGD 105; the candidate's passport must be valid for at least seven months. After approval, the employer pays SGD 100 per pass for issuance. The S Pass is valid up to two years at first and up to three years on renewal, but never beyond one month before the passport expires.

  1. The employer checks the salary threshold and its S Pass quota with MOM's tools.
  2. The employer or agent submits the online application and pays SGD 105.
  3. MOM decides, usually within 10 business days.
  4. The employer requests issuance, pays SGD 100 and starts paying the monthly levy.
  5. The holder registers if required and receives the card.

After approval: card and registration

MOM e-mails an in-principle approval or notification letter, which the holder shows on arrival together with the SG Arrival Card submitted within three days before arrival. If required, the holder registers fingerprints and a photo at the Employment Pass Services Centre within two weeks of the pass being issued, and the card is delivered within five working days after registration or document checks. Changes of address or employment must be updated with MOM.
