Who qualifies
The business must be a private limited company registered with ACRA, or about to be registered, in which the applicant holds at least 30 percent; companies older than 12 months on the application date are assessed under the renewal criteria. It must be venture-backed or own innovative technologies, for example funding from internationally renowned or government-recognised venture capital firms, business angels or corporates, support from recognised incubators or accelerators such as those under Enterprise Singapore's Startup SG programmes, or intellectual property registered with an approved national IP institution that gives a significant competitive advantage. Applicants who founded and sold such a business, or who mentor other start-ups, may also qualify.
Application and timing
Apply online and pay the SGD 105 application fee; processing takes around six weeks. MOM issues an in-principle approval letter, which you show to the immigration officer on arrival; you must complete issuance formalities within six months of the approval, pay the SGD 225 issuance fee and register at the Employment Pass Services Centre within two weeks after the pass is issued, if required. A Short-Term Visit Pass cannot be extended while the application is pending.
- Check your company structure and evidence against the EntrePass criteria.
- Apply online and pay SGD 105.
- Wait about six weeks for the decision.
- With the in-principle approval, register the company if not yet done, pay SGD 225 and complete issuance within six months.
- Register at the Employment Pass Services Centre within two weeks if required.
After approval: card and registration
MOM e-mails an in-principle approval or notification letter, which the holder shows on arrival together with the SG Arrival Card submitted within three days before arrival. If required, the holder registers fingerprints and a photo at the Employment Pass Services Centre within two weeks of the pass being issued, and the card is delivered within five working days after registration or document checks. Changes of address or employment must be updated with MOM.
Renewal
The first pass and first renewal are for up to one year; subsequent renewals are for up to two years, provided the business meets MOM's renewal criteria, which look at the company's progress such as spending, hiring and funding. MOM points founders who led sizeable tech companies to the separate Tech.Pass.
