Outstanding achievements route

People with outstanding achievements in arts and culture, sports, academia and research, or other listed areas can qualify without the salary test. MOM and agencies such as MCCY, MOE, NRF and A*STAR review the work and key achievements holistically.

Salary route

Candidates qualify either by having earned a fixed monthly salary of at least SGD 30,000, or equivalent, for the 12 consecutive months before applying while working for an established overseas company with a market capitalisation of at least USD 500 million or annual revenue of at least USD 200 million, or by being offered at least SGD 30,000 a month by an established Singapore company meeting the same size test; in that case apply only when the job will start within six months. MOM assesses each case individually.

After approval: card and registration

MOM e-mails an in-principle approval or notification letter, which the holder shows on arrival together with the SG Arrival Card submitted within three days before arrival. If required, the holder registers fingerprints and a photo at the Employment Pass Services Centre within two weeks of the pass being issued, and the card is delivered within five working days after registration or document checks. Changes of address or employment must be updated with MOM.

Flexibility

Holders may start, operate and work for multiple companies at the same time, subject to their employment contracts. Eligible family members can receive passes, and the spouse can work on a Letter of Consent. The pass lasts five years and can be renewed for five more on meeting the renewal criteria; at renewal the fixed monthly salary must be at least SGD 22,500 where the salary route applies.
