Conditions for an ICT transfer
The Romanian beneficiary must belong to the posting company or to the same group. The stay in Romania must be the only stay or the longest one within the transfer. The employee must be posted as a manager or specialist for no more than three years, or as a trainee employee for no more than one year, with pay and conditions set according to the Labour Code and the applicable collective agreement, and the group must undertake to take the employee back afterwards.
Before the visa request, the employee must have worked for the posting company or the group for at least 6 uninterrupted months (managers and specialists) or 3 months (trainees). Specialists need at least three years of relevant professional experience; trainees need recognised studies, documented experience and no incompatible criminal record.
Documents for the D/DT visa
The application includes the trade-register certificate or another document showing that the Romanian beneficiary is the branch, subsidiary or representative office of the group; translated and legalised documents proving the affiliation between the two companies; and a copy of the posting act. The posting act states the length of the transfer and the periods in each EU state, the position (manager, specialist or trainee), the salary and its payment intervals, other working conditions and the commitment to take the employee back.
You add a criminal record certificate, translated and legalised, and travel medical insurance with at least EUR 30,000 cover. The Romanian entity must also have obtained a posting permit (aviz de detașare) for you.

ICT permit and extensions
In Romania you apply at IGI, at least 30 days before the visa stay ends, for the residence permit with the form, passport, translated and legalised posting decision, proof of housing, proof of means of at least the minimum gross salary, social health insurance, a medical certificate and the fees (EUR 120 in lei and RON 265). IGI decides within 30 days, extendable by 15.
Later extensions require a posting permit for the ICT worker and the same level of means. The right of residence lasts for the whole transfer, but never beyond three years for managers and specialists or one year for trainees from the date of entry; if the group extends the transfer, you present the translated act of extension.
Family members
Holders of an ICT permit or a mobile ICT permit can sponsor family reunification even when the permit is valid for less than one year, so a spouse and minor children can follow through the D/VF procedure.
