Who can apply

The D/VF visa for family of Romanian citizens covers foreigners married to Romanian citizens; unmarried foreigners living with an unmarried Romanian citizen if they have at least one child together; children of the Romanian citizen, spouse or partner (including adopted) under 21, under 26 if still studying, or adults who cannot support themselves for medical reasons; parents of the Romanian citizen or spouse; the foreign parent of a Romanian minor who lives with or supports the child; and family members registered with a right of residence as such in another EU state.

Adoption must be decided by a Romanian authority or by a foreign authority whose decision takes effect in Romania. A visa can be refused if the marriage was previously found to be one of convenience or if bigamy or polygamy is established.

The marriage certificate

If you married abroad, the Romanian spouse must first have the marriage transcribed in the Romanian civil registers, which produces a Romanian marriage certificate. The mission accepts a certificate issued by Romanian authorities or transcribed under the law, or, for other family members, proof of kinship or partnership. You add travel medical insurance with EUR 30,000 cover, a criminal record certificate, passport and two photos.

Applying

No IGI approval is needed beforehand: the family member registers the D/VF application on the e-Visa portal and appears at the Romanian mission in the country of residence, paying EUR 300. The visa is issued for 90 days with one or more entries.

  1. Have a marriage concluded abroad transcribed in the Romanian civil registers.
  2. Register the D/VF application on the e-Visa portal.
  3. Attend the appointment at the Romanian mission with the certificate, insurance and criminal record; pay EUR 300.
  4. Travel to Romania within the 90-day visa.
  5. Apply at IGI for the residence permit (RON 265) before the visa stay ends.

Residence permit in Romania

Before the visa stay ends, apply at the IGI office where you live, in person or through Portal IGI. A spouse submits the form, passport, the Romanian citizen’s ID, the Romanian marriage certificate, a written statement that no other marriage exists, proof of lawful housing at the declared address, social health insurance, a medical certificate and the RON 265 fee. A partner adds the Romanian child’s birth certificate and proof that both are unmarried; children and parents add documents proving the family link.

Long-term residence

After five years of continuous lawful residence, family members of Romanian citizens can obtain long-term residence without proving means. Their long-term permit is valid for 10 years instead of 5, and the fee is RON 265 for the card only. If the marriage ends or the Romanian spouse dies, an independent right of residence can be requested.

Frequently asked questions

Do I need IGI approval to join my Romanian spouse?

No. Family members of Romanian citizens apply for the D/VF visa directly at the Romanian mission where they live.

We married abroad. Is the foreign certificate enough?

The mission asks for a marriage certificate issued by Romanian authorities or transcribed under Romanian law, so the Romanian spouse should transcribe the marriage first.

We are not married but have a child. Can I apply?

Yes, if both of you are unmarried, you live together and you have at least one child together.

How much is the residence permit?

Only RON 265 for the card; the EUR 120 consular fee charged to most other categories does not appear on the fee sheet for family of Romanian citizens.
