Romania work visa (D/AM) and single permit
Long-stay visa for employment (D/AM1, D/AM2) and single permit
In short
Since Government Emergency Ordinance 32/2026, hiring a foreign worker in Romania starts with a single application filed by the employer, a placement agency or an authorised employer on WorkinRomania.gov.ro. Once it is approved, the worker applies for a D/AM visa at a Romanian mission (EUR 300, decision within 30 days) and, after arrival, for a single permit valid for the contract term, up to two years.

D/AM1 and D/AM2: which route applies
The D/AM1 visa covers highly qualified workers (see the EU Blue Card page), foreigners carrying out activities requested by ministries or central authorities, teaching, scientific or artistic staff appointed by ministerial order, professional athletes with a contract at a Romanian sports club, and full-time employees from Moldova, Ukraine and Serbia. Only the employer files the single application for D/AM1.
The D/AM2 visa is for permanent workers (cooks, drivers, carpenters, electricians and similar), seasonal workers and cross-border workers. The occupation must be on the list of shortage occupations, the worker must meet the qualification requirements recognised by the National Qualifications Authority, and the application counts against the annual quota set by government decision. It is filed by an authorised placement agency or, by exception, by an authorised employer.
What the employer uploads
For D/AM1 the employer uploads the individual employment contract registered in REGES-ONLINE, the worker’s travel medical insurance (EUR 30,000 cover), the criminal record certificate translated into Romanian, English or French and legalised, proof of funds equal to the minimum gross salary for 90 days (not for highly qualified workers) and a copy of the passport.
For D/AM2 the agency or authorised employer also uploads the placement contract, the service contract with the employer and the registered employment contract, plus the employer’s organisation chart with filled and vacant posts, the worker’s CV and the recognition of studies. Seasonal hires add a seasonal contract paying at least the minimum wage and an authenticated declaration on the worker’s accommodation.

From approval to the visa
The authorities check the job offer, pay and working conditions and, where relevant, the quota. The decision appears in the platform. After approval the worker registers on the e-Visa portal and appears in person at the Romanian embassy or consulate responsible for their place of residence with the original passport and supporting documents, paying EUR 300. The visa application is settled no later than 30 days from that appearance.
The D/AM visa is granted for 90 days. For seasonal workers it covers the expected contract period plus 5 days, never more than 90 days.
- The employer registers on WorkinRomania.gov.ro and posts a firm job offer.
- The employer (D/AM1) or placement agency or authorised employer (D/AM2) files the single application with the contract and your documents.
- After approval in the platform, register the D/AM visa application on the e-Visa portal.
- Appear at the Romanian mission with the original passport and documents and pay EUR 300.
- Collect the visa (decision within 30 days) and travel to Romania.
- Apply for the single permit at IGI at least 30 days before the visa stay ends.
Forms
- WorkinRomania single application (cerere unică) · Filed only by the employer, agency or authorised employer, not by the worker.
Status of D/AM2 in October 2026
WorkinRomania.gov.ro became legally operative on 6 August 2026. On the date this guide was checked, the platform stated that, after the Bucharest Court of Appeal suspended Order 1073/2026 approving the shortage-occupation list, the flows for employer registration, employer authorisation and single applications for D/AM2 visas were disabled. D/AM1 applications were not affected by that notice. Check the platform banner before starting a D/AM2 hire.
Single permit at IGI
At least 30 days before the visa stay ends, apply at the county IGI office or through Portal IGI for the single permit with the form, passport, proof of lawful housing, medical certificate and fee receipts: EUR 120 in lei and RON 265. IGI decides within 30 days, extendable by 15.
The work permit is extended for the length of the employment contract, but not more than 2 years at a time, and also for periods in which the worker receives unemployment benefit. Foreigners already living legally in Romania for another purpose can switch to work after obtaining a work permit, without a new D/AM visa.
Family and long-term stay
A worker with a temporary residence permit valid for one year can sponsor a spouse and minor children; IGI decides within 3 months and the family then applies for the D/VF visa. After five years of continuous lawful residence the worker may request long-term residence; time spent as a seasonal worker does not count.
Frequently asked questions
Can I apply for a Romanian work visa myself?
Not at the first stage. The single application on WorkinRomania is filed by the employer, a placement agency or an authorised employer. You apply for the D/AM visa at the mission only after it is approved.
Is the D/AM2 route open now?
When this page was checked in October 2026, WorkinRomania said the D/AM2 flows were disabled after a court suspended the shortage-occupation list order. Check the platform for updates.
How much does it cost?
EUR 300 for the D/AM visa, then EUR 120 (in lei) plus RON 265 for the single permit in Romania.
How long is the single permit valid?
For the term of the employment contract, up to 2 years per extension; highly qualified workers get the contract term plus 3 months, up to 3 years.
Can I change employer?
A change of employer goes through a single application to extend the right of residence for work, filed on WorkinRomania. IGI announced that such requests in the D/AM2 category, which cannot be sent while the platform flow is suspended, will be examined case by case once filing resumes.
