Ghana investor residence through the GIPA immigrant quota

Residence permit under the GIPA automatic immigrant quota (investors and their expatriate staff)

In short

Ghana has no stand-alone investor visa. Foreign investors who register an enterprise with the Ghana Investment Promotion Authority (GIPA) receive an automatic immigrant quota based on paid-up capital, from two expatriate posts at USD 50,000 to twelve above USD 10 million. Each quota slot lets the company obtain a work and residence permit from GIS, which costs USD 388 for nationals outside ECOWAS, and covers the expatriate's spouse and dependent children.

How investors obtain residence

Investor residence in Ghana runs through the investment promotion law. An enterprise with foreign participation registers with GIPA, which replaced the Ghana Investment Promotion Centre when the President assented to the Ghana Investment Promotion Authority Act, 2026 (Act 1173) on 15 July 2026. Registration gives the enterprise an automatic immigrant quota. Each quota slot entitles the company to work and residence permits for one expatriate employee, which may be the investor personally, and to residence permits for that person's spouse and dependent children.

GIPA decides quota applications on the advice of the Ghana Immigration Service. The quota is valid for five years and renewable every five years. Additional expatriates beyond the automatic quota are considered case by case.

Quota application and GIS permit

For the quota itself GIPA asks for evidence of payment, a cover letter to its chief executive, the expatriate's CV, a copy of the passport biodata page and, where applicable, the appointment letter or employment contract. With the quota in hand, the company applies to GIS under the GIPC quota channel: a letter from the employer on the applicant's behalf, the completed form, certificates of incorporation and to commence business, current tax clearance, previous year's audited accounts, the GIPC (GIPA) registration certificate, a medical report from the Ghana Immigration Clinic in Accra, a police report from the home country, two recent photographs, a letter of approval from the Ministry of the Interior, CV and certificates, the annual report, the appointment letter or contract and the non-citizen identification card.

Capital and quota tiers

GIPA's published table links the number of expatriate posts to paid-up capital: two persons for USD 50,000 to USD 500,000; four for more than USD 500,000 up to USD 1 million; six for more than USD 1 million up to USD 3 million; eight for more than USD 3 million up to USD 6 million; ten for more than USD 6 million up to USD 10 million; and twelve above USD 10 million.

According to GIPA's July 2026 press release, Act 1173 removes the blanket minimum capital requirements that applied to wholly foreign-owned enterprises and joint ventures with Ghanaian partners, keeps a reduced threshold for trading enterprises and expands expatriate quota thresholds. GIPA says it will publish implementation guidance, so confirm the current figures with GIPA before investing.

GIS fees

Under L.I. 2512 the residence permit under the GIPC automatic quota costs USD 388 for nationals outside ECOWAS and for ECOWAS nationals, and USD 194 for Ghanaians with foreign passports. The schedule also lists a residence permit for shareholders at GHS 2,000 in the ECOWAS column. Penalties apply for expired permits, and the company must file annual returns of its foreign staff by 14 January.

Family members and long-term status

Residence under the quota extends to the expatriate's spouse and dependent children, who file dependant residence permit applications with GIS. An investor whose continued stay has contributed substantially to Ghana's economy can later apply for indefinite residence status; GIS asks for company documents including three years of audited accounts, SSNIT returns for Ghanaian employees and six years of personal and company tax clearance.

How to apply, step by step
