France’s embassies and consulates outside the Schengen area received 3,105,356 short-stay visa applications in 2025, the highest number among the 28 Schengen states, and issued 2,646,866 visas. The refusal rate was 14.2%. In 2024 it had been 15.9%: the rate fell by 1.6 points. The number of applications was almost unchanged (3,050,764 in 2024).

The busiest countries were China (453,348), Morocco (295,272), Algeria (248,681), Saudi Arabia (234,331) and India (204,184). Among the ten busiest, refusal rates ranged from 2.7% in Indonesia to 28.5% in Algeria.
