| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 140,104 | 118,710 | 19,586 | 14.2% | 40.4% |
| 2024 | 151,640 | 129,947 | 21,390 | 14.1% | 36.9% |
| 2025 | 143,379 | 119,439 | 21,837 | 15.5% | 48.4% |
In 2025, France’s embassy and consulates in Turkey (Istanbul and Ankara) received 143,379 applications for short-stay Schengen visas and issued 119,439. 15.5% of applications were refused. In 2024 the rate was much the same, 14.1%. Applications fell by 5% compared with 2024 (151,640).
For comparison, all Schengen states together refused 14.6% of the applications lodged in Turkey that year, from 3.5% at the consulates of Portugal to 35.5% at those of Lithuania. France’s consulates worldwide refused 14.2%. France was the 3rd most applied-for Schengen state in Turkey.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Turkey, by any nationality: mostly citizens, but also residents from other countries.
