Romania: visa decisions in Ukraine
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2024 (part of the year) | 607 | 582 | 15 | 2.5% | 15.6% |
| 2025 | 1,024 | 972 | 53 | 5.2% | 24.2% |
In 2025, Romania’s embassy and consulates in Ukraine (Chernivtsi and Solotvyno) received 1,024 applications for short-stay Schengen visas and issued 972. The refusal rate was 5.2%. The refusal rate rose by 2.7 points from 2.5% in 2024. Applications rose by 69% compared with 2024 (607).
For comparison, all Schengen states together refused 10.7% of the applications lodged in Ukraine that year. Romania’s consulates worldwide refused 11.5%. Romania was the 4th most applied-for Schengen state in Ukraine.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. Romania only began issuing Schengen visas on 31 March 2024, so its 2024 figures cover part of the year. The figures cover applications lodged in Ukraine, by any nationality: mostly citizens, but also residents from other countries.
