| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 294 | 267 | 27 | 9.2% | 94.0% |
| 2024 | 689 | 536 | 69 | 11.4% | 80.0% |
| 2025 | 34 | 18 | 16 | 47.1% | – |
In 2025, Portugal’s embassy and consulates in Ukraine (Kyiv) received 34 applications for short-stay Schengen visas and issued 18. 47.1% of applications were refused. In 2024 it had been 11.4%: the rate rose by 35.7 points, a sharp increase. Applications fell by 95% compared with 2024 (689).
For comparison, all Schengen states together refused 10.7% of the applications lodged in Ukraine that year, from 5.2% at the consulates of Romania to 23.9% at those of France. Portugal’s consulates worldwide refused 23.3%. Portugal was the 8th most applied-for Schengen state in Ukraine.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Ukraine, by any nationality: mostly citizens, but also residents from other countries.
