France: visa decisions in Ukraine

2024 45930414432.1% 37.5%
2025 51137211723.9% 39.5%

In 2025, France’s embassy and consulates in Ukraine (Kyiv) received 511 applications for short-stay Schengen visas and issued 372. 23.9% of applications were refused. In 2024 it had been 32.1%: the rate fell by 8.2 points, a clear improvement for applicants. Applications rose by 11% compared with 2024 (459).

For comparison, all Schengen states together refused 10.7% of the applications lodged in Ukraine that year. France’s consulates worldwide refused 14.2%. France was the 5th most applied-for Schengen state in Ukraine.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Ukraine, by any nationality: mostly citizens, but also residents from other countries.
