Portugal: visa decisions in Timor-Leste
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 80 | 80 | 0 | 0.0% | 30.0% |
| 2024 | 59 | 58 | 1 | 1.7% | 6.9% |
| 2025 | 74 | 67 | 7 | 9.5% | 19.4% |
In 2025, Portugal’s embassy and consulates in Timor-Leste (Dili) received 74 applications for short-stay Schengen visas and issued 67. 9.5% of applications were refused. In 2024 it had been 1.7%: the rate rose by 7.8 points, a sharp increase. Applications rose by 25% compared with 2024 (59).
For comparison, all Schengen states together refused 9.5% of the applications lodged in Timor-Leste that year. Portugal’s consulates worldwide refused 23.3%.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Timor-Leste, by any nationality: mostly citizens, but also residents from other countries.
