Lithuania: visa decisions in Russia
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 2,096 | 1,701 | 87 | 4.2% | 83.4% |
| 2024 | 2,071 | 1,581 | 195 | 9.5% | 76.4% |
| 2025 | 1,796 | 1,467 | 160 | 9.2% | 73.6% |
In 2025, Lithuania’s embassy and consulates in Russia (Moscow, Kaliningrad and Sovetsk) received 1,796 applications for short-stay Schengen visas and issued 1,467. The refusal rate was 9.2%. That is barely different from 2024 (9.5%). Applications fell by 13% compared with 2024 (2,071).
For comparison, all Schengen states together refused 6.4% of the applications lodged in Russia that year, from 0.9% at the consulates of the Netherlands to 19.8% at those of Malta. Lithuania’s consulates worldwide refused 14.4%. Lithuania was the 14th most applied-for Schengen state in Russia.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Russia, by any nationality: mostly citizens, but also residents from other countries.
