Slovenia: visa decisions in Montenegro
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 2,038 | 1,882 | 76 | 3.9% | 34.0% |
| 2024 | 2,034 | 1,863 | 167 | 8.2% | 31.0% |
| 2025 | 1,667 | 1,480 | 207 | 12.2% | 30.9% |
In 2025, Slovenia’s embassy and consulates in Montenegro (Podgorica) received 1,667 applications for short-stay Schengen visas and issued 1,480. 12.2% of applications were refused. In 2024 it had been 8.2%: the rate rose by 4.0 points. Applications fell by 18% compared with 2024 (2,034).
For comparison, all Schengen states together refused 9.1% of the applications lodged in Montenegro that year, from 3.4% at the consulates of Germany to 14.1% at those of Croatia. Slovenia’s consulates worldwide refused 21.4%. Slovenia was the most applied-for Schengen state in Montenegro.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Montenegro, by any nationality: mostly citizens, but also residents from other countries.
