2023 1,9671,869985.0% 54.3%
2024 2,1261,994412.0% 40.4%
2025 3,5363,15498223.7% 22.1%

In 2025, Portugal’s embassy and consulates in Canada (Toronto, Montreal, Vancouver and Ottawa) received 3,536 applications for short-stay Schengen visas and issued 3,154. 23.7% of applications were refused. In 2024 it had been 2.0%: the rate rose by 21.7 points, a sharp increase. Applications rose by 66% compared with 2024 (2,126).

For comparison, all Schengen states together refused 9.0% of the applications lodged in Canada that year. Portugal’s consulates worldwide refused 23.3%. Portugal was the 5th most applied-for Schengen state in Canada.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Canada, by any nationality: mostly citizens, but also residents from other countries.
