North Macedonia seasonal work visa and residence

Temporary residence for seasonal employment (Law on Foreigners, art. 89)

In short

Seasonal workers in North Macedonia need temporary residence for seasonal employment, approved by the Ministry of Internal Affairs. It depends on a positive opinion of the Employment Agency, issued within the quota fixed for seasonal work, and on a signed contract with a registered employer. Time spent on this ground does not lead to permanent residence.

Who uses this route

Seasonal employment is one of the three work-related purposes of temporary residence under the Law on Foreigners, next to regular employment and posted workers. It is meant for jobs that depend on the season, typically in agriculture, tourism and hospitality. The request can come from the foreigner, from the company that will sign the employment contract or from its authorised representative, and it can be filed at a North Macedonian mission or with the Ministry of Internal Affairs (MVR).

The decisive element is the opinion of the Employment Agency. For seasonal work it is issued as part of the quota set for seasonal employment, so a positive opinion is only possible while the quota allows it. As with all work residence, the holder may do only the work for which the residence was approved.

Conditions

The employer must be entered in the Central Register of North Macedonia and must explain in writing why it needs the foreigner for seasonal work. Both sides sign an employment contract under the labour laws. Education or qualification evidence is needed only when the job is a regulated profession, and knowledge of Macedonian and the Cyrillic script is required where the nature of the work demands it.

On top of this come the general conditions for temporary residence: means of subsistence for the period (the employment contract and an employer certificate serve as proof), secured accommodation, health insurance for the whole stay, a valid passport, a visa where the visa regime requires one, no entry ban and no threat to public order, security, public health or international relations.

Fees and decision time

The seasonal employment service lists an administrative tax of EUR 15 for issuing the permit, paid in denars at the daily rate; the general temporary residence charges for the request (MKD 50) and the permit form (MKD 4,000) are set out in the same fee table. The portal gives 60 days for the first-instance decision, and a court action against the final decision is shown with 30 days for a judgment.

Filing the request

Seasonal workers from visa-exempt countries can let the employer file the request with the MVR while they are still at home; the ministry obtains the Employment Agency opinion and the entry-ban check itself. Applicants who need a visa file at a mission together with a visa D application, receive the visa after approval and enter to collect the permit. The employer must also register the start of the work with the Employment Agency within one day of concluding the employment relationship.

  1. Find a seasonal job with an employer registered in North Macedonia.
  2. Sign the employment contract and obtain the employer’s explanation and register extract.
  3. Arrange health insurance and accommodation for the season.
  4. File at a mission or have the employer file with the Ministry of Internal Affairs.
  5. Wait for the Employment Agency opinion within the seasonal quota and the ministry’s decision.
  6. Pay the fees, collect the visa D if you need one, and collect the permit.

Limits of the permit

Residence for seasonal workers is listed among the grounds that never lead to permanent residence, however long it lasts. Seasonal workers are also not among the residents who can sponsor family reunification. A seasonal worker who later receives a regular job offer needs a new assessment under the employment route.

Frequently asked questions

What is the seasonal quota?

The Employment Agency issues positive opinions for seasonal employment as part of a quota fixed for seasonal work. If the quota is used up, a positive opinion cannot be issued.

Do I need to speak Macedonian?

Only where the nature of the work requires it. In that case the employer can ask for, and the file must include, proof of knowledge of Macedonian and its Cyrillic script.

Does seasonal work count towards permanent residence?

No. The Law on Foreigners excludes residence for seasonal workers from the grounds that can lead to permanent residence.

Can my family join me?

Seasonal workers are not among the residents listed as sponsors for family reunification, so family members would need their own ground for residence or travel visa-free for short visits where that applies.
