Conditions for researchers

Under article 99 of the Law on Foreigners, the researcher attaches four special documents to the request. First, a contract with an entity carrying out scientific research that is entered in the register of the Ministry of Education and Science. The contract has to state the title and purpose of the research, the researcher’s obligation to complete it, the host’s obligation to provide working conditions, and the start and end dates. Second, proof that the research project is funded. Third, a certified copy of the diploma for a completed first, second or third cycle of studies. Fourth, a confirmation by the host entity that it takes financial responsibility for the costs of the stay, health insurance and the researcher’s return.

The general conditions apply as well: a passport valid at least 90 days longer than the intended stay, presented with a certified copy, health insurance, accommodation, a visa where the visa regime requires one, and no threat to public order, security, public health or international relations, which the Ministry of Internal Affairs checks on its own.

Filing, timing and fees

The request can be filed at a North Macedonian mission or at a counter of the Ministry of Internal Affairs (MVR). The decision is due within 30 working days of receipt by the MVR or 60 working days for requests received through a mission, with a possible extension of 30 working days. For a first permit the fee table on the national services portal lists MKD 50 for the request, MKD 1,230 for the decision, MKD 930 for the permit and MKD 4,000 for the permit form. The decision can be collected in person, through the mission or by other legal means.

  1. Agree the project with a registered research entity and sign the research contract.
  2. Obtain the host’s cost commitment and proof of project funding.
  3. Certify a copy of your diploma and arrange insurance and accommodation.
  4. File at a mission or at the Ministry of Internal Affairs and pay the request fee.
  5. After approval, pay the remaining fees, collect a visa D if you need one, and collect the permit.

Extension and end of the project

Residence for research is approved for up to one year and is extended if the conditions continue to be met; the extension request goes to the MVR before the permit expires and each extension lasts up to one year. When the deadline for the research project set in the contract has passed, the researcher must leave North Macedonia unless another ground for residence applies.

Family members

Researchers with temporary residence approved for one year are among the sponsors who may request family reunification for a spouse and minor children. Family members admitted on that basis, like the researcher, do not move towards permanent residence: the law excludes both residence for research and family reunification with a sponsor staying for research.
