What permanent residence means
The Embassy of Namibia in Berlin describes permanent residency as the legal status of a person who is not a citizen of Namibia but has the right to reside there on a permanent basis. Namibia does not publish a single points list: each application is taken on merit, and the requirements differ depending on whether the applicant is working, retired, an investor or otherwise.
Application form and documents
The embassy publishes a requirements list and an application form with several attachments to complete. All documents must be translated into English, and incomplete applications are delayed. The ministry's general rule that every copy submitted must be certified also applies.

Fees
The Ministry of Home Affairs, Immigration, Safety and Security lists NAD 20,000 for a permanent residence permit. A PRP re-entry visa, which lets the holder return to Namibia, costs NAD 800 and is valid for up to two years. An appeal against a refused visa or permit application costs NAD 200. For comparison, a citizenship application by naturalisation costs NAD 1,200.
Travelling as a permanent resident
To obtain the PRP re-entry visa, a permit holder submits the passport and the original receipt of payment; its validity follows the attached permit, up to two years for PRP holders. Persons married to Namibians who apply for a re-entry visa submit the passport, copies of the certificate of identity, the marriage certificate, the birth certificate and the Namibian spouse's ID, with the original receipt.
