Kazakhstan investor visa
Investor visa (A5, A6) and the investor "golden visa"
In short
Kazakhstan issues investor visas in two categories: A5 for heads of companies carrying out investment activity and for participants of the Astana International Financial Centre investment tax residency programme, and A6 for foreign businesspeople who have invested more than USD 300,000. Under rules adopted in April 2025, investors of at least USD 300,000 can file an electronic petition for this "golden visa", which opens a route to a residence permit of up to ten years.

The two investor categories
The A5 visa is issued to heads, deputy heads and heads of departments of legal entities that carry out investment activity in Kazakhstan, to foreigners investing under the Astana International Financial Centre investment tax residency programme, and to their family members. It is available for a single entry of up to 90 days or multiple entries for up to five years. The A6 visa is for foreign businesspeople who have invested more than USD 300,000 in the economy of Kazakhstan; it is issued by Kazakh missions on the basis of an invitation as a multiple-entry visa for up to ten years. Applicants for investor visas are not interviewed.
The 2025 golden visa rules
On 30 April 2025 the Ministry of Foreign Affairs announced new rules for obtaining an investor visa. Foreign nationals who have invested at least USD 300,000 in the charter capital of Kazakh companies or in locally issued securities can file an electronic petition for the visa, which the ministry describes as a golden visa with the possibility of a residence permit of up to ten years. The rules entered into force ten days after official publication.
The petition and the visa
The petition for an investor visa for non-residents investing in Kazakhstan is a Ministry of Foreign Affairs service provided through the e-licensing portal elicense.kz and the egov.kz portal. You log in, choose the service, complete the application and sign it with an electronic digital signature, then follow the status in your personal account; the result is the petition or a reasoned refusal. With the petition, the visa itself is issued by a Kazakh embassy or consulate.
- Make the investment: at least USD 300,000 in the charter capital of a Kazakh company or in locally issued securities.

From investor visa to residence
Article 7 of the Law on Migration of Population lists a multiple-entry investor visa issued at the request of the authorised investment body among the bases on which a foreigner in Kazakhstan can apply to the police for permanent residence. That procedure takes 45 calendar days, costs 4 monthly calculation indices and ends with a residence permit card valid for up to ten years. Foreigners who instead come to run their own business can use the business immigrant route: a visa for up to two years, after which they must register a company or join one and deposit at least the minimum charter capital in a Kazakh bank within two months of entry.
Family members
Family members and dependants of the main A6 holder receive or extend their visas for the term of the main holder's visa. They are not allowed to work, carry out religious or missionary activity or take part in a religious association unless Kazakh law provides otherwise.
