Which nationalities use this route
The April 2024 list published by the Washington embassy places Azerbaijan, Belarus, Bosnia and Herzegovina, Egypt, Kazakhstan, Kyrgyzstan, North Macedonia, Moldova, Montenegro, Tajikistan, Turkmenistan and Uzbekistan in the Port of Entry group. For them a pre-clearance letter is required from one of Grenada's consulates or missions before travel, and the visa is then granted on arrival in Grenada.
Earlier lists also placed Serbia and Ukraine in this group; in April 2024 both appear as No Visa Required. Nationals of Prior to Arrival countries cannot use this route and need a full visa beforehand.
Documents for the pre-clearance letter
The embassy forwards the request to the Immigration and Passport Office of Grenada. It needs a completed and signed visa application form in blue or black ink with one passport photo no more than three months old attached so the image is visible, a passport valid at least six months from the date of departure from Grenada, a colour copy of the passport data page and confirmation of accommodation in Grenada. US permanent residents add proof of permission to re-enter the United States.
