Who qualifies

The Temporary Residence Permit through Marriage is for foreign nationals married to Ethiopian citizens who want to live legally in Ethiopia for a set period. ICS describes it as renewable and subject to the conditions it sets. The foreign spouse first enters Ethiopia on a visa, usually the tourist visa or the Residence Visa (IMV), and then applies inside the country.

A second route opens once the marriage has been registered for at least two years: the Ethiopian Origin ID by marriage, which ICS says brings visa-free entry and extended stay privileges.

Documents for the marriage permit

ICS asks for a passport valid for six months, a copy of the entry visa (the printout if it was an e-Visa) and the entry stamp, and a copy of the last extension if the visa was extended. Proof of the marriage is central: a marriage certificate, which must be authenticated by the Ministry of Foreign Affairs if the marriage took place abroad and translated by a legally recognised body if it is not in English or Amharic.

The Ethiopian spouse provides a kebele ID or Ethiopian passport and writes an application letter. The applicant adds a completed form, two photos and proof of financial means: a bank statement showing ETB 500,000 or more with a letter from the bank, or a house title certificate or vehicle licence certificate. The application fee is paid when filing.

Financial requirement

ICS sets a concrete threshold: a bank statement of at least ETB 500,000 accompanied by a bank letter. As alternatives it accepts a house title certificate or a vehicle licence certificate. In addition, ICS asks for proof that the foreign spouse can support themselves in Ethiopia.

Renewal

The marriage-based permit is renewable. ICS asks residents to renew before expiry with the current permit, passport, renewal form, photos, proof of continuous residence and the renewal fee, and warns that a lost permit requires a police report and an extra payment.

Ethiopian Origin ID by marriage

The marriage certificate must be at least two years old from the date of registration. Marriages celebrated abroad need Ministry of Foreign Affairs certification, and marriages conducted under Sharia law or by elders must first be converted into an official vital registration document. The applicant submits the form, a passport valid for more than six months, the tourist visa copy and entry stamp, any last extension, a signed application letter and one photo; the Ethiopian spouse must be present in person with ID and passport.

If the applicant previously held a temporary residence permit, the original must be handed in. A name change through marriage must be shown with a certified, translated certificate. The fee is USD 300 for regular and USD 400 for urgent service, a daily penalty applies to late renewal, and the ID must be returned or cancelled after a divorce.

How to apply, step by step

  1. Have the marriage certificate authenticated and, if needed, translated into English or Amharic.
  2. Enter Ethiopia on a visa and keep the visa printout and entry stamp.
  3. Prepare the ETB 500,000 bank statement and bank letter, or a house title or vehicle licence.
  4. Ask your Ethiopian spouse to write the application letter and provide their ID.
  5. File the application with ICS and pay the fee before your visa expires.
  6. After two years of registered marriage, consider the Ethiopian Origin ID by marriage.
