What the permanent residence ID is
The Permanent Residence ID is ICS’s long-term residence document for foreign nationals. ICS states that it allows residence for an extended period, is valid for five years and can be renewed on expiry. The Residence Visa (IMV) on the e-Visa portal is described as the entry visa for people who intend to obtain permanent residency after a period of stay.
ICS publishes its requirements as an employer-based file. People of Ethiopian origin and spouses of Ethiopian citizens have their own documents, the Ethiopian Origin ID and the residence permit through marriage.
Published requirements
ICS lists a letter to ICS from the employing company, which must hold a valid trade certificate; the company’s trade certificate; a copy of a valid passport; a valid working visa or tourist visa; and the visa stamp. ICS’s general rules add a completed application form and recent photos, and ICS may request further documents depending on the case.
The service page does not state a fee, a minimum period of prior residence or a financial threshold. Ask ICS for the current conditions before applying.

ICS says that most applications take about 5 to 10 business days, some longer. A refusal is notified with reasons, and the applicant can appeal or reapply after addressing them.
- Confirm with ICS that your situation fits the permanent residence ID.
- Ask your employer for the letter to ICS and a copy of its trade certificate.
- Make sure your visa is valid and keep the visa stamp page.
- Apply online or at the nearest immigration office.
- Track the file with your reference number and collect the ID.
- Renew before the five-year validity ends.
Renewal every five years
When the ID expires it can be renewed. For renewals ICS generally asks for the current permit, a valid passport, photos, proof of continuous residence in Ethiopia such as a rental agreement or utility bills, and proof of employment or financial means where applicable. Apply before expiry; a lost card requires a police report and an extra payment.
