Lithuania: visa decisions in Ukraine
| Year | Applications | Visas issued | Refused | Refusal rate |
|---|---|---|---|---|
| 2023 | 3 | 1 | 0 | – |
| 2024 | 5 | 3 | 0 | – |
| 2025 | 20 | 16 | 0 | – |
In 2025, Lithuania’s embassy and consulates in Ukraine (Kyiv) received 20 applications for short-stay Schengen visas and issued 16. Applications rose by 300% compared with 2024 (5).
For comparison, all Schengen states together refused 10.7% of the applications lodged in Ukraine that year, from 5.2% at the consulates of Romania to 23.9% at those of France. Lithuania’s consulates worldwide refused 14.4%. Lithuania was the 10th most applied-for Schengen state in Ukraine.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Ukraine, by any nationality: mostly citizens, but also residents from other countries.
